POSITION SUMMARY:

The Manager, Business Growth & Security Compliance is responsible for supporting company growth through the leadership and execution of proposal development, contract administration, security compliance, and sales/BD operations activities. This position serves as a key member of the Sales and Business Development team, coordinating cross-functional efforts to pursue, win, and execute business opportunities across commercial, government, defense, and international markets.

The role is responsible for managing the company’s proposal process, administering contracts and confidentiality agreements, maintaining security compliance requirements, and supporting strategic growth initiatives. The successful candidate will work closely with business development, engineering, operations, finance, legal, and executive leadership to ensure the company remains responsive, compliant, and positioned for long-term growth.

The position is allocated approximately 60% proposal development and growth support, 20% contract and agreement management, and 20% security compliance and Facility Security Officer (FSO) responsibilities, while providing additional support to the Sales and Business Development organization as directed by the supervisor.

REPORTING RELATIONSHIP:

This position reports to the Vice President of Sales, Business Development Director, or other designated supervisor and supports growth initiatives across the company’s commercial, government, defense, and international business portfolios.

ROLE AND RESPONSIBILITIES:

Proposal Development and Business Growth Support (60%)       

  • Lead the planning, coordination, development, review, and submission of proposals, quotations, white papers, capability statements, and responses to Requests for Information (RFIs), Requests for Proposal (RFPs), Broad Agency Announcements (BAAs), and other customer solicitations.
  • Manage the proposal lifecycle from opportunity identification through submission.
  • Develop and maintain proposal schedules, compliance matrices, content libraries, templates, and lessons learned repositories.
  • Coordinate proposal efforts across engineering, operations, finance, contracts, security, and executive leadership teams.
  • Ensure all proposal submissions meet customer requirements, quality standards, and submission deadlines.
  • Support opportunity qualification, capture planning, and bid/no-bid decision processes.
  • Assist in the development of pricing narratives, cost proposals, governmental cost justification efforts and supporting documentation.
  • Conduct market research and competitive analysis to support business growth initiatives.
  • Coordinate proposal review activities, including color team reviews and executive reviews.
  • Develop customer presentations, briefing materials, and supporting business development documentation.
  • Maintain proposal metrics and reporting to support continuous process improvement.
  • Support trade shows, industry conferences, customer demonstrations, and strategic outreach activities.
  • Provide operational and administrative support to the Sales and Business Development team as directed by the supervisor.
  • Support strategic initiatives that expand the company’s presence in commercial, government, defense, and international markets.

Contract and Agreement Management (20%)

  • Support the administration of commercial, federal, state, local, international, and partner agreements throughout the contract lifecycle.
  • Review solicitations, contracts, modifications, purchase orders, subcontract agreements, and teaming agreements for compliance and business risk.
  • Coordinate contract execution activities with internal and external stakeholders.
  • Maintain contract records and monitor key milestones, deliverables, option periods, reporting requirements, and renewal dates.
  • Support contract negotiations and modifications in coordination with management and legal counsel.
  • Monitor contractual obligations and identify potential risks, issues, or opportunities for management attention.
  • Coordinate with finance, program management, operations, and legal personnel to ensure contract compliance.
  • Maintain awareness of applicable regulatory, customer, and company requirements affecting contract performance.

Non-Disclosure Agreement (NDA) Management

  • Administer and manage the company’s Non-Disclosure Agreement (NDA) program.
  • Coordinate NDA reviews, approvals, execution, and distribution with internal stakeholders and external partners.
  • Maintain a centralized repository of active and archived NDAs and confidentiality agreements.
  • Track NDA status, expiration dates, renewal requirements, and associated obligations.
  • Ensure confidentiality protections are in place prior to the exchange of proprietary, export-controlled, competition-sensitive, or customer information.
  • Provide periodic reporting to management regarding NDA status and compliance.
  • Support audits, due diligence efforts, and corporate governance activities involving confidentiality agreements.

Security Compliance and Facility Security Officer Responsibilities (20%)

  • Serve as the Facility Security Officer (FSO) or Alternate FSO as designated by company leadership.
  • Administer and maintain facility security requirements in accordance with applicable government regulations, customer requirements, and company policies.
  • Manage personnel security actions including clearance processing, visit requests, briefings, debriefings, and annual security training.
  • Maintain security records, compliance documentation, and reporting requirements.
  • Coordinate with government security representatives, customer security offices, and industry partners.
  • Support the protection and handling of classified information, Controlled Unclassified Information (CUI), export-controlled information, and proprietary company data.
  • Conduct security self-inspections, assessments, and corrective action activities.
  • Support audits and inspections conducted by government agencies and customers.
  • Promote security awareness and security best practices throughout the organization.
  • Monitor evolving security requirements and recommend process improvements to maintain compliance and operational effectiveness.
  • Assist leadership with security planning associated with new business opportunities, partnerships, and facility expansions.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Bachelor’s degree in Business Administration, Management, Communications, Contract Management, Security Management, Engineering, or a related discipline; equivalent experience may be considered.
  • Minimum five years of experience in proposal management, business operations, contracts administration, security administration, or related fields.
  • Demonstrated experience coordinating cross-functional teams and managing multiple concurrent priorities.
  • Strong technical and business writing skills with experience developing customer-facing proposals and documentation.
  • Excellent verbal communication, organizational, and project management skills.
  • Proficiency in Microsoft Office Suite and standard business collaboration tools.
  • Ability to work independently and exercise sound judgment in a dynamic environment.

PREFERRED SKILLS:

  • Experience supporting Department of Defense (DoD), federal government, maritime, aerospace, defense technology, manufacturing, or research organizations.
  • Experience serving as a Facility Security Officer (FSO) or supporting industrial security programs.
  • Knowledge of government acquisition processes and contract administration practices.
  • Familiarity with proposal development methodologies and capture management processes.
  • Experience with classified programs, export controls, and Controlled Unclassified Information (CUI).
  • Active U.S. security clearance or the ability to obtain and maintain one.

WORKING CONDITIONS:

  • Primarily remote home-based with occasional travel required to support customer meetings, conferences, trade shows, training events, and company activities.
  • May require the ability to obtain and maintain access to customer facilities and government installations.
  • May require the ability to obtain and maintain a U.S. Government security clearance based on business needs.

ADDITIONAL DUTIES:

This position description is intended to describe the general nature and level of work performed by the employee. Duties, responsibilities, and assignments may be modified as business needs evolve. The employee may be assigned additional responsibilities by management in support of company objectives and strategic growth initiatives.

Pay Range: $130,000 - $150,000 annually, DOE
