Contract Manager

Kongsberg Protech Systems USA in Mount Arlington, NJ is seeking to fill the position of Contracts Manager. The Contracts Manager will be responsible for managing U.S Government contracts and supporting compliance with supply chain. Support project teams in the cradle-to-grave approach to contract management and act as an expert on regulations to include Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), Cost Accounting Standards (CAS), etc., and internal processes related to having US Government Contracts. Maintain contact with the customer on behalf of KPS, and support our supply chain function with contractual expertise, in particular flow down requirements and establishment and maintenance of contractual procedures in the supply chain. Work in accordance with all applicable export and import requirements.

Essential job functions are:

  • Assist and/or lead negotiations with the customer and subcontractors.
  • Provide in depth knowledge of FAR/DFAR, and other government regulations. Establish and communicate procedures throughout the organization and the supply chain.
  • Ensure compliance with all applicable contractual and regulation requirements, and follow up contracts, with special emphasis on reporting requirements.
  • Assist KPS global supply chain with North American terms and conditions.
  • Provide advice to KONGSBERG team in proposal preparation; assist in cost estimating, pricing, development of Terms and Conditions (T&Cs), etc.
  • Responsible for visitor requests (RFV) for U.S. military bases and installations that will be visited by U.S. and Norwegian employees working on KPS programs.

A bachelor’s degree in business, law, accounting or other related field is required. Master’s degree is preferred. Minimum 10 years of documented experience in DoD contracting (Government or Defense Contractor side) specifically related to Government procurement and service contracts. .

Strong negotiation skills with experience of a variety of different contract types. Thorough knowledge of Government Contracting practices and contract types (fixed price and cost reimbursable), thorough knowledge of current Federal Acquisition Regulations (FARS and DFARS) and other applicable laws/ regulations. Experience in coordinating the contractual requirements of competitive solicitations. Must have the ability to work closely with a variety of internal and external customers, including high ranking military officials. Documented track record of experience with Large Prime Defense Contractor preferred.

Must be able to acquire a US passport and pass a comprehensive background check. International and domestic travel will be required, as necessary. May be required to obtain government security clearance at the level required to perform specific functions of the role.
