HÖEGH LNG AS
Senior Technical Engineer / Technical Manager | Singapore
Sjøtransport og shipping
Pioneers in energy infrastructure: Höegh Evi keeps the world’s energy in flow. We are leading the way into a new energy era drawing on our 100-year history in shipping and decades of experience in maritime energy to deliver efficient, reliable solutions. At Höegh Evi, our purpose is to accelerate countries toward energy security and transition through innovative marine energy infrastructure. Our floating terminal solutions bridge today’s energy needs with tomorrow’s clean, carbon-free future. With 50 years of expertise in liquid gas handling and technology, we’re pioneering the era of clean energy - developing cost-effective floating terminals for the storage, processing, and delivery of clean molecules.
The company has an international presence in 13 countries – Bermuda, Norway, Singapore, Germany, France, Lithuania, United Kingdom, USA, Indonesia, Egypt, Colombia, Brazil, and the Philippines.
Höegh Evi is expanding in Asia-Pacific, and globally and therefore seeks an experienced, technically capable professional in Singapore to deliver infrastructure projects focused on subsea pipelines and onshore receiving facilities (ORF's).
About the Role
The role focuses on high-pressure natural gas export infrastructure: subsea pipelines, landfalls, onshore
pipelines and ORFs connecting offshore supply to downstream networks. You will provide technical input and coordinate multidisciplinary engineering from concept and front-end engineering design (FEED) through detailed engineering, execution and operational readiness. The immediate project focus is pipeline and ORF engineering through FEED, including design review, plan approval review and clear, documented technical opinions and recommendations. Working with discipline specialists, you will undertake senior technical review and coordination rather than detailed design across every discipline. You will support safe, reliable and fit-for-purpose project execution across Asia-Pacific and globally. The successful candidate will provide technical support and project execution expertise for LNG import terminal developments involving:
• Subsea pipeline engineering
• Onshore Receiving Facilities (ORF)
• High-pressure gas export systems
• Jetty structures and associated pipeline systems
Key Responsibilities
• Provide senior technical review throughout concept development, FEED, detailed engineering and execution, critically assessing proposed designs and engineering deliverables, documenting technical opinions and recommendations, and coordinating the resolution of technical issues.
• Provide owner-side technical oversight of EPC/EPCI contractors across engineering, procurement, construction, installation, commissioning and handover, identifying risks, gaps and issues requiring escalation or resolution.
• Review pipeline route selection, survey and geotechnical inputs, pipeline design, materials selection, corrosion protection, installation methods, landfalls and shore crossings, working with relevant discipline specialists.
• Review ORF gas reception, metering, pressure regulation, isolation, protection and control arrangements, coordinating specialist input to support safe and reliable operation.
• Coordinate technical interfaces between the FSRU/export connection, jetty, subsea pipeline, landfall, onshore pipelines, ORF and downstream gas network.
• Participate in design reviews, hazard identification (HAZID), hazard and operability (HAZOP) studies and risk assessments, and coordinate follow-up of technical actions.
• Review compliance with applicable codes, standards and local regulatory requirements, including classification requirements where relevant.
• Support planning, testing, pre-commissioning, commissioning and operational readiness, reviewing procedures and coordinating technical interfaces and outstanding issues.
• Coordinate with contractors, consultants, suppliers, regulators, local and regional partners and project stakeholders, building credibility and effective working relationships; contribute lessons learnt and continuous improvement to engineering practices and project delivery.
Preferred Qualifications
Education
• A bachelor’s degree or equivalent qualification in mechanical, piping, pipeline, subsea, offshore, civil, electrical, instrumentation and control, process, marine or another relevant engineering discipline.
Experience
• Preferably 10 or more years of relevant engineering experience, with priority given to subsea pipeline, ORF and gas transmission infrastructure experience.
• Strong piping experience, preferably subsea, covering both engineering/design and execution.
• Hands-on project execution and site experience on pipeline, onshore gas infrastructure or comparable oil and gas projects, including experience working with or overseeing EPC/EPCI contractors.
• Relevant experience gained with a classification society, consultancy, engineering, procurement and construction (EPC) contractor, technical service provider or infrastructure developer.
• Experience reviewing and coordinating engineering for oil and gas projects and high-pressure natural gas infrastructure, including engineering design, FEED and plan approval review, with a sound understanding of multidisciplinary interfaces and project delivery.
• Experience in technical safety, risk assessment and regulatory matters is desirable.
• FSRU, LNG or cryogenic systems experience is an advantage only and is not mandatory.
Personal Attributes
• Strong analytical and technical judgement, with the ability to develop practical solutions to engineering and project challenges.
• Demonstrated ability to operate effectively in multidisciplinary, international teams and Southeast Asian business and project environments, with strong cultural awareness and sensitivity.
• Clear communication and stakeholder-management skills, with the ability to build credibility with local and regional partners and stakeholders, explain technical issues and coordinate decisions and follow-up.
• Comfortable operating in ambiguous, evolving project environments, with the patience and adaptability to manage changing priorities, timelines and relationship-led ways of working without losing momentum.
• A commitment to safety, quality and operational excellence, and to developing long-term technical expertise.
Employment Conditions and Career Development
• The position is based in the Singapore office. Priority is given to Singapore Citizens or Singapore Permanent Residents. Regional and international travel is expected to support project activities.
• The initial engagement will be full-time and project-based and may be structured as either fixed term employment or a consultancy arrangement, depending on the candidate and business need. Longer-term employment may be considered as the role develops.
Application
Please submit your CV and a brief application outlining your relevant experience and suitability for the role, particularly in subsea pipelines, ORFs or gas transmission infrastructure.
