Supply Chain Contract Engineer

Job Summary:

Single point accountability for all assigned service contracts from inception till close out including development of sourcing / contracting strategy, tendering, award proposals, administration of contracts and others such as dispute resolution, monitoring cost/ schedule impacts, rendering contractual support on payment, disputes and claims, quality management and any associated HSE consequences.

Key Responsibilities:

  • Ensure suppliers and contractors are selected in a rigorous and transparent fashion, whilst meeting legislative and business requirements;
  • Develop contracting strategies and tender plans for assigned contracts and/or specialist areas in production, drilling & projects, and supports the line in setting contract performance targets;
  • Leads the tendering, evaluation and negotiation process in relation to the award of contracts and agreements and makes recommendations to management, ensuring strict compliance with supply chain rules, procedures and industry codes of conduct;
  • Drafts contracts and agreements, processes amendments and variations and ensures internal & external approvals are obtained;
  • Liaison and functional representation internal as well as external with Government / Partner tender boards;
  • Contributes to and leads dispute negotiations;
  • Ensures contractors/suppliers are managed in an integrated manner in order to achieve one team spirit and no boundaries;
  • Identifies opportunities to develop and promote positive relationship management with contractors and suppliers, leading to partnerships that focus on creating sustainable value;
  • Promotes continuous improvement and high performance in all aspects of contracts and purchase order management;
  • Maintains an up to date knowledge of technology, industry supply chain initiatives and market trends/pricing;
  • Keep good control and do market research on local market conditions

Required Qualifications & Experience:

  • Degree or equivalent in e.g. Supply Chain Management, Oil and Gas Law or other relevant degree;
  • Demonstrable experience in procurement of goods and services (preferably within a JV International Upstream Oil & Gas organisation)
  • Awareness of Best Practices in Supply Chain procedures;
  • Min 3 years working knowledge in a supply chain contracts engineer position;
  • Preference for CIPS (or equivalent) certification

The role reports to Supply Chain Manager and will be based in Erbil. We are seeking the right candidate to start immediately on a Consultancy type arrangement to begin with, with possibility to move the role into employment contract basis. The work schedule of the role will be rotational type potentially 28 days on / 28 days off.
