Senior Supply Chain Liaison Specialist

Summary:
Being the first point of contact for the field-based organization on all Supply Chain matters. Ensuring full compliance with the Kurdistan approved Procurement Procedures. Liaise with the DNO Supply Chain organization in Erbil on the day-to-day procurement & contracting activities in support of the field-based organization. Leading a supply chain optimization program, including development of supporting dashboards, targets, reports and procedures / processes.
Key Responsibilities:
- Working across the complete end to end supply chain to drive in efficiencies, working alongside the operational teams/functions to diagnose root causes, extract insights, troubleshoot and optimise the processes and value for the customer;
- Defining and monitoring supply chain performance, identifying key customer relevant parameters, continuous improvement opportunities;
- Analyses of complex situations with proposed improvements/solutions;
- Run /lead root cause analysis and define together with the different operational functions mitigation/improvement actions and follow them up until sustainable implementation;
- Liaise and work with other parts of supply chain organization to implement the adequate measures to improve operations and hence customer satisfaction;
- Launch, track and follow up improvement projects / actions;
- Propose new Key Performance Indicators to monitoring Supply Chain Operations;
- Support, where required, SCM Erbil in developing contracting strategies and tender plans for assigned specialist areas in production, drilling & projects;
- Ensure the tendering, evaluation and negotiation process in relation to the award of contracts and agreements is performed on time;
- Ensure strict compliance with supply chain processes, procedures and industry codes of conduct;
- Identifies opportunities to develop and promote positive relationship management with contractors and suppliers, leading to partnerships that focus on creating sustainable value.
- Safeguard a high level of compliance with DNO anti-bribery, anti-corruption and money laundering policies
- Development of local contractors to work within DNO policies and procedures.
- Build strong relations with internal and external stakeholders, contractors and supplier
Required Qualifications & Experience:
- Degree or equivalent in e.g. Supply Chain Management, Oil and Gas Law or other relevant degree; 15+ years relevant experience;
- Demonstrable experience in procurement of goods and services (preferably within a large International Upstream Oil & Gas organisation);
- Ability to draft governance submission papers for Management Committee approval;
- Skills level of International Procurement Governance;
- Awareness of Best Practices in Supply Chain procedures;
- Min 5 years working knowledge in more senior Supply Chain engineering positions;
- Preference for CIPS (or equivalent) certification.
