Government Contracts Manager

Kongsberg Maritime has a significant portfolio of government programs and an attractive sales pipeline.  These government programs are organized under the Programs function and include execution of programs within Government, Navy, Academic, Research & Commercial Survey Vessels, Hydrographic & Ocean Science markets. 

Job Purpose and Scope:

We are looking for a Government Contracts Manager.  This position will work closely with the rest of the functions in the region to enhance compliance on current contracts and improve prospects for future government contracts. 

Responsibilities:

Key strategic role of business partner in the area of government contracting including the following responsibilities:

  • Assist the Sales Team in the interpretation of the solicitation including FAR/DFARS and other terms and conditions during the bid and proposal phase
  • Identify risks and any new or emerging requirements in solicitations, provide recommendations and solutions to mitigate risk and ensure compliance
  • Assist with determining which FAR/DFARS are negotiable and support organization to negotiations or waivers, as applicable
  • Once contract is awarded, provide full life cycle support for the contract from kick-off to closeout. 
  • Ensure the teams executing the contract understand and execute all contractual requirements, which includes Project Managers, Supply Chain, and other Business Support including HR, Finance, and Legal
  • Determine flow down contract requirements for subcontractors, flow down requirements from prime contractors, and work with the Supply Chain Team to ensure compliance
  • Educate Business Support, HR, Finance, and legal teams on FAR/DFARS requirements and partner with these teams to develop the proper plans, processes, procedures, training, and security to maintain compliance
  • Take a proactive approach to pending and future updates and changes to the FAR and DFARS, ensure KM will qualify for future contracts
  • Act as lead internal auditor for KM government contract compliance during the execution phase
  • Deliver world class performance and develop strong customer relationships with while also supporting internal stakeholders
  • Identify and communicate complex compliance requirements to senior leadership and provide solutions to protect and grow the business in full compliance with all contractual requirements
  • FAR Part 12 commercial item acquisition subject matter expert
  • Review and recommend proper inputs for representations and certifications in the System for Award Management (SAM) and ensure annual review and updates are completed
  • Special projects as assigned

Education:

4 year degree preferably in Engineering, Business Administration or Legal

Experience/Knowledge:

Essential:

  • Position will provide services to fulfill federal contract.  Qualified applicants must be a U.S. Person per federal contract
  • Five or more years of experience negotiating, executing, and closing out complex US Government contracts and subcontracts
  • Experience with US Government reporting requirements including Reporting Executive Compensation, Service Contract Reporting, VETS-4212
  • Meet criteria for US government security clearance, current or previous security clearance preferred
  • Expert working knowledge of FAR and DFARS
  • Experience as a contracts manager or in supply chain for a US defense contractor or experience as a US Government contracting officer or contracts specialist

Preferred:

  • Ten or more years contracting experience in the defense, research, engineering or ship building industries
  • Working knowledge of the Buy American Act and other US content requirements
  • Experience working with supplies and services subject to export controls
  • Knowledge of Canadian Industrial and Technology Benefits (ITB) Policies
  • Working knowledge of CUI and CMMC requirements
  • Familiarity with ISO 9001:2015
