Contracts Officer

Job Summary:

Undertake and execute day-to-day operational contracting activities in support of DNO’s production operations, maintenance, infrastructure and projects, in Kurdistan from strategy to contract close out.  Draft contracting strategies prepare invitation to tenders evaluation of tenders received, including detailed analysis of commercial and contractual qualifications and execution of contracts. Ensure all materials and services requirements are procured at the best price and delivery terms and in full compliance with DNO Procurement Procedures. Conduct contract management activities to ensure effective contracts administration and performance management of contracts.

  • Responsibility for planning, sourcing and placement of contract packages, in compliance with C&P procedures (S)
  • Responsible for development, compilation and execution of pre-qualification exercises, contracting strategies, invitation to tender documentation, attending tender openings and evaluation of tenders received, including detailed analysis of commercial and contractual qualifications, and execution of contracts;(S)
  • Undertake prequalification of contractors and suppliers when required; (K)
  • Ensure compliance with DNO and JV requirements along with governance and compliance obligations and ensure an audit trail to secure cost recovery. (K)
  • Coordinate kick-off meetings with DNO and contractor personnel to review the Scope of Work, coordination procedures, contract measurables and deliverables, KPI’s and change process. Ensure the Contractor understands invoice and payment procedures in Contracts; (K)
  • Ensure that Contractor provides up-to-date copies of Insurance Certificates and/or Guarantees as per the Contract;
  • Prepare and execute Service Orders and Call-Off Orders in DNO’s Epicor system; (S)
  • Develop, issue and evaluate Requests for Quotation supporting the Contract Holder / Project Manager where required. (S)
  • Conduct basic contract management activities to ensure effective contracts administration and performance management of contracts including progress to date, quality of services, progress measurements as per contract KPI’s.  (S)
  • Monitoring of compliance with the contract terms; Report any non-compliances. (K)
  • Verify that HSE requirements under the contract are complied with, enabling monitoring of the quality of Contractor HSE performance and indicate actions to improve performance in conjunction with Senor HSE Manager or Projects HSE Manager; (K)
  • Support Contract Holder in monitoring contractor spend and validate work completed to facilitate milestone payments we would then just verify before actioning milestone payments (K)
  • Administer and maintain records of all correspondence, minutes of meetings, actions and decisions relating to the contract; (A)
  • Act as focal point for Contract Holder in the preparation of Variations and Amendments. (K)
  • Liaise with DNO departments on all matters relating to legal, tax, insurance, Compliance and HSE (K)
  • Safeguard a high level of compliance with DNO anti-bribery, anti-corruption and money laundering policies (A)
  • Monitor compliance with obligations relevant to contract Local Content provisions; (A)
  • Ensure that development and use of local contractors is given preference when considering contract award. (K)
  • Assist the contract holder in the contract close-out activities and consolidate documentation. (K)
  • Build strong relations with internal and external stakeholders, contractors and suppliers; (S)

Required Qualifications & Experience:

  • Minimum 5+ years relevant oil & gas contracting experience, with at least 3+ years working experience as a contracts officer with IOC(s) or other related organisations
  • Experience in a cross section of, production, maintenance, construction and support contracts.
  • Understanding of contracts, with an awareness of commercial and legal issues
  • Experience and awareness of contract engineering, procurement, materials management & logistics for, production & projects and facilities;
  • Degree preferably technical or business related
  • Awareness of Best Practices in corporate and project supply chain procedures;
  • Preference for CIPS or RICS (or equivalent) certification.
